The Solntsevskaya was founded in the late 1980s by Sergei Mikhailov, a former waiter who had served a prison term for fraud. Based out of the Solntsevo District of Moscow, the gang recruited local unemployed, aggressive young men as foot soldiers and also made use of thief in law Dzhemal Khachidze to enhance their reputation amongst established criminals.

It’s estimated that the group claims upwards of 9,000 members, and that it’s bread and butter is the drug trade and human trafficking. Russian organized crime in general is heavily involved in the heroin trade that originates in Afghanistan: it’s estimated that Russia consumes about 12% of the world’s heroin, while it contains just 0.5% of the world’s population.

The group is composed of 10 separate quasi-autonomous “brigades” that operate more or less independently of each other. The group does pool its resources, however, and the money is overseen by a 12-person council that “meets regularly in different parts of the world, often disguising their meetings as festive occasions,”

In the 1990s, the Solntsevskaya dispatched Dmitri Vyacheslav to Verona Beach, Los Santos, to take control of the Russian-Jewish mob activities there. The FBI was alerted to Vyacheslav's presence, however, and after a long investigation he was arrested and convicted of extortion, becoming the first thief-in-law to be convicted in the United States, then Vyacheslav's role substituted by Dmitri Federov untill the present time. The Solntsevskaya have also been active in Flint County, primarily using it as a base for drugs trafficking and Illegal organs selling, mainly supervised by Federov's subordinate.

The organisation is also involved in the international cocaine trade, with its links to Colombian drug cartels brokered by the Cuntrera-Caruana Mafia clan. And operate all over San Andreas to the tropical islands of the Liberty City.
