Surrender Posted April 30, 2016 Share Posted April 30, 2016 In 1958, the Vice Lords gang was founded by several African American youths originally from the North Lawndale neighborhood of Chicago. The name "vice" was chosen when a gang founder looked up the term in the dictionary and found the meaning as "having a tight hold". The Almighty Vice Lord Nation is one of the largest and one of the oldest street gangs in USA. Their total membership is estimated to be between 30,000 and 35,000. They are also one of the founding members of the People Nation multi-gang alliance. Vice Lords members are occupied with all kind of crime activities like: Drug trafficking, robbery, extortion, fraud, money laundering, murder. Vice Lords are mostly Afro-Americans, while there are also members of other races. Los Flores is an area in eastern Los Santos. The area has been controled by gang members since the early eighties. Due to this the families have been stuck in the middle of a war zone, this has made it difficult for them to get by. It is marked as a dangerous spot in the city. It is not uncommon to get robbed for few dollars or beaten for just watching wrong guy on the street. The area has been victim to a lot of different affiliated gangs such as Bloods, Crips, Vice Lords and etc. There has been a lot of black gangs trying to show dominance in the Los Flores area. There is a fairly new community of young Afro-American males located in 424th Felton, trying to make their way up to the top of streets, committing different kind of crimes. They are called as 424th Felton Community. The community consists of a small amount of members in their early teens. Los Santos Police Department Criminal Investigation Division Freedom of Information / Privacy Acts Pending Investigation Subject : High Money Felton I. SYNOPSIS High Money Felton (424th Felton Community, W/S ELS Felton, W/S Felton, ELS Felton, 424th Community, Felton) have traditionally been a tight-knit gang involved primarily in burglaries, robberies, homicides, and auto theft. Since the late-2000's drug trafficking appears to have become the chief profit-making activity for the gang. The Los Santos Police Department established a "Youth Gang Task Force" in the early-2000's to address the criminal activities of street gangs. Their findings indicated an increase in gang membership and activity even at that time. High Money Felton in Los Santos have aligned themselves with various other Los Santos based Felton gangs. In the neighborhood where the High Money Felton dominate, multiple Felton tags have been observed. Total membership for the High Money Felton is estimated to be between 20 and 30 active members and many more prosperous conceivable members. The gang members recognize the confusion they have created by their changing organizational structure and use it to their advantage. Often times they use hand symbols, graffiti, and other gang affiliation symbols interchangeably. HIGH MONEY FELTONCRIMINAL INVESTIGATION DIVISION - GANGS - LOS SANTOS II. DETAILS A. ORGANIZATION High Money Felton are currently the most visible and are believed to be one of the most violent Los Santos street gangs. They are located in East Los Santos where heavy recruiting is being conducted in middle and high schools. Recruitment by the gang is on the increase. Many new members join in a bid to be protected from rival gangs. Others join out of fear of the repercussions of rejecting High Money Felton or its counterparts. Heavy recruiting is being conducted in many Los Santos High Schools. The most common recruitment method in schools is by intimidation, although resistance is common. Many students carry weapons to school in aid to protect themselves from gang members. Numerous assaults involving firearms and knives have occurred on or around junior high and high school campuses during the current school term. The schools report the incidents are a result of gang recruiting and initiation rituals. One initiation ritual requires a prospective member to be physically beaten by other members. The prospective member(s) are expected to commit a crime to be accepted into the gang. In order to move up the ranks in the organization, members must commit crimes of a more violent nature, usually involving firearms. B. OPERATION It has been determined through GND debriefings of incarcerated High Money Felton members and a rival gang member that several Los Santos gangs and/or individual members are being supplied cocaine by local drug trafficking organizations. High Money Felton members have stated that some drug traffickers who are currently being investigated or have already been prosecuted in the Southern District of California (S.D. Cal.), are supportive of gang ideology. High Money Felton members involved in drug trafficking are supplied to some extent by these local drug traffickers. The cocaine is usually distributed by High Money Felton gang members in the form of crack in the housing projects, around schools and neighborhoods. Some cocaine and marijuana is being supplied by gang members who travel to and from Los Santos, Chicago, Detroit, Memphis, New York, and other major cities carrying varying amounts of drugs. These members are not always Los Santos based, but recognize Los Santos as fertile ground for gang activity and drug trafficking. C. FINANCES Further investigation must be conducted in order to determine how the High Money Crips handle their finances. It is said that the gang purchases firearms and more drugs however that is unconfirmed and undocumented. D. CHARACTERISTICS As a protective measure, the younger gang members serve as 'lookouts' and 'decoys' for marked police vehicles when they enter gang areas of operation. Other typical methods are used to disassociate themselves from the drug transactions with unfamiliar individuals. Former High Money Felton members have gone on record claiming it is very easy to obtain weapons and claim most members of the High Money Crips are armed constantly. They advised that the attitude of most High Money Felton members regarding homicide is that it is considered in the line of duty. High Money Felton members have robbed several liquor stores and gas stations. High Money Crips members have also robbed local pawnshops where they’re believed to have seized weapons which they use in turf skirmishes, and robberies. Vehicles can be borrowed from suspect car dealers who also provide to the local drug traffickers. Other sources of supply of weapons must be determined. III. NEWSPAPERS ARTICLES CONCERNING HIGH MONEY FELTON Earlier this week, a local store in the Unity Station was being robbed by one african american named Jimbo Deadwood. Jimbo had reported to have the store owner at gunpoint before a man outside the store spotted the crime and dialled 911. Jimbo had just grabbed the bag and was heading outside when the police had raided the store. They kicked the door open as he was going to open it and pushed him on the floor. The police quickly restrain Jimbo and hand the bag full of cash back to the store owner. Jimbo will now serve a three year sentence for posession and attempted robbery in the state prison Los Santos. The reported gun that was used in the robbery was a Glock.77 which police are still wondering where a kid of that age could get such a weapon. More on this story later on as the situation develops. But it is expected that Jimbo will not be released as he was caught red handed. The officer onscene had said "We have kids around this age in trouble for things related to this all the time. Now we cant get hold of his mother but it is sad to see another kid go down this path. He will hopefully come out in a few years rehabilitated. Late Thursday night, shots rang out from in front of an apartement complex located in East Los Santos. By standers state that there were no witnesses as to what actually happened. When police arrived, the body of Darius Oaks lays with three .9mm ruger bullet holes to his backspine. Police says they are still investigating what happened. The building cam equipped with camers and the owners passes the record to Police. This shooting has residents worried that local gang violence is on the rise. Darius' neighboor states : "I knew Darius since he was a litte baby. I can't believe someone just gunned him down like that. Like it was nothing.
