He was born on 30th of September, 1995 in the countryside in Fairfax County, Virginia to a family of five. He was the third child and the only son of that family. When Joseph arrived in Los Santos, San Andreas, he got a friend from school named Hotchner already settled there and working as a law enforcement officer. Hotchner shows Joe around the city and takes Joe to his house where they will live together before Joe gets a place to live himself. In San Andreas, Joe was unable to figure out what he should do. Seeing Hotchner who had worked as a police officer in San Andreas for years made him consider becoming a police officer himself. As Joe served in the police force, he got firsthand experience of the rough and illicit parts of San Andreas from his duty. As a police officer, he got a connection who from time to time gave information regarding illegal activities running around town. This guy was named Antonio Forrest who became his sort of informant. When Joe resigned from the police force, he no longer needed Antonio’s information. Antonio, who needs money, contacts Joe to tell him of one last crucial and imperative piece of information that will have a big impact regarding a certain criminal organization. Joe, in his head, figures to give the information file to his friend who was still a member of the police force. They agree to meet up in Antonio’s place for an exchange of information. But, this is all just a way of Antonio to get some easy money. With no badge and gun, Joe had no way to protect himself. Antonio figures that he can get the money from Joe forcefully.
