        Born in Yerevan, Armenian SSR on April 24th, 1975. Harout was a prominent student among his class. He graduated from a local school in Armenia. He had good friends and a better life quality. His father worked as a farmer and his mother as a housewife. His mother always keen to have an additional part time work but due to Soviet working regulations, such is prohibited. As Harout grew up, a disaster happened to strike around the area of some city in Armenia called the Spitak Earthquake that made Harout separated from his parents which made him forced to move to Russian SFSR. Stayed with his relatives prior to the earthquake, he enrolled a Military School in Tver for four years which he got decorated as the senior officer in the student regiment. Freshly graduated following the events of the fall of the USSR, he returned to his hometown as his mother country also declared independence, he then continued his study at the Saratov State University studying Law from 1995 to 2000. The economical growth as the aftermath of the member of the commonwealth of independent states, he asked permission to his parents to fly overseas as he told them to study the comparison between Soviet law and the Western law.

 

        Harout booked a flight to Los Santos. He made a life shortly after, studying the life and it's environments. He then applied Los Santos Police Academy as it began to open in August 2011, and accepted as a Police Cadet a year after. Dedicated to his excellency and his willingness to always learn, he had himself promoted as Senior Lead Officer in just a week, and appointed as the staff of the firearms licensing department. He studied every details then of the second amendment of the United States constitution through his position. Understood the mechanisms of local US firearms and Soviet made firearms from his military school earlier, he then appointed as the member of the Special Weapons and Tactics division. After years of service through his rank from Sergeant to Staff Sergeant, he was awarded a Valor by his commanding officer for risking his own life to safe a critical life in a hostage situation around in 2011. A year later he stepped his career smoothly to reach himself as a Police Commander. Later he then appointed as a Deputy Chief.

 

       In 2012 Harout had flown back to Armenia for months to spend his time to look after his family, he then inclined to return back to Los Santos and became the Chief of Police upon his return in around 2013. As he was in service he made changes and reforms to the department for community needs. Later he then retired from the department as he roams around to conduct his outgrowing business which later he left in anxiety to retire or not to retire.
