With several operational areas which are sufficient for the state of Los Santos. These cartels are mostly mafias from Russia and the United States. LCH aims to control all illegal criminal activities in Los Santos. Active year : 1997 - Present. the location : Los Santos Leader : Raphael Volkoska Member : 1500+ Criminal activities : Robbery Kidnapping Bribery Money laundering Making and selling illegal drugs and weapons Los of Cartel High not only produces illegal goods from Russia, like Mexico, Italy and Japan. Los of Cartel High imported drugs from Mexico and Russia and then resold them in Los Santos. Not only smuggling illegal goods, Los of Cartel High also monopolizes the trading business and controls the economy in Los Santos. The activities of Los Cartel High are more interesting with drug and weapons trafficking. Structure of Los of Cartel High : First, this organization is led by a name called Godfather / Don. Don Raphael Volkoska, he has a background as a policeman and descent from England. Having Raphael's wealth not satisfied, he tried corruption and bribery to get more wealth. With the wealth that Don had, he formed an army in the family to keep him from crime. Don chose to leave the police department because the danger of being caught in the law would bring Don into the Cell. After Don left the police department, Don tried to build a firearms factory in Los Santos. Don Successfully built a small factory and gained extraordinary wealth.
