benrase Posted September 28, 2025 Posted September 28, 2025 The Hoover Criminal Gang encompasses a number of subgroups, including the West Side 94 Low Downs Criminals, also referred to as the 9-Foe Hoover Criminals. Since the 1970s, they have established a negative reputation for street violence in Ferndale Park and the neighboring communities. In the early 1990s, Hoover abandoned the Crip identity and changed their name to the Hoover Criminals, with subsets like the 94 Low Downs continuing their name and reputation. Previously, Hoover was known as a member of the Hoover Crips, carrying the Crip identity and interacting with other Crip sets in South Los Santos. MAIN STREET WAR In the early 2000s, the Hoover Criminals and Main Street Mafia Crips were known to be close and were often seen hanging out and partying together. However, in August 2009, at a house party held in the Main Street Mafia Crips' territory, a dispute broke out between the two gangs, reportedly triggered by a woman. The feud quickly escalated and spiraled out of control. The two groups began hurling insults at each other, including against deceased members of the opposing gang, and within minutes it turned into a massive brawl. After the brawl, a shootout broke out, although no one was reportedly hit. On August 16, 2009, the conflict between Main Street and Hoover Criminals truly exploded. That night, a shooting occurred in the Ferndale Park, resulting in the death of 19-year old Drayvon Allen, commonly known as Four Star, who was identified as a member of Hoover Criminals. The investigation then led to strong suspicions that the perpetrators were from the Main Street Crips, believed to be in retaliation for a dispute at a previous party. NOWADAYS It can be said that the West Side Low Downs are still active to this day, and their name is still heard on the streets of South Los Santos. Although it has been decades since their inception, their existence has never really disappeared. Reports cite more than 200 cases of street violence that are strongly suspected to be related to gang activity, particularly in the western South Los Santos area. Year after year, conflicts involving the Low Downs continue to emerge, ranging from large block fights, shootouts. Despite efforts from both authorities and the community to quell tensions, the reality is that a new generation continues to emerge and keep the Low Downs name alive. This makes them not only known as a subset of the Hoover Criminals, but also as an important part of the dynamic of street violence that shaped the history of gang feuds in Los Santos.
