Cubazetta Cartell was founded by Bustos Neira and Andres Garrido they are both former war veterans from the Philippines who decided to retire, they are both Colombian-born. Together with other colleagues they recruited a Colombian to join them as soldiers in their organization. All have been structured together to carry out the planned businesses, that is.

In 1985, many teenagers who were guilty of slang due to their environment, were acquainted with narcotics, gambling and even murder that occurred in Colombia. Gaviria is the Capo of the organization.With orders given by Andres and Bustos he set up a branch in Los Santos to distribute his weapons and drugs. They have great protection for the government so that they are not oppressed in carrying out this deployment. However, instead of changing in 2007 when all the rot was uncovered and the rules changed in the government of the city of Los Santos, Bautista Fabrizo was caught and got a long prison sentence.
