   Born on 09 May 1982, He has a older brother from another mother, named Teddy Woang Han. Charles' father was a chairman of Triad, when Charles was 19 years old he want to join with Police academy. But, his father disagreed, a year later his father and mother died of a mafia attack in the San Francisco when they were dating. That tragedy made Teddy angry, he advised Charles to moved to Los Santos. After Charles arrived in Los Santos, he was greeted by his uncle. His uncle took him to his uncle's Motel. Essentially, Charles was a quite and introvert man, until one day he met a woman named Nami. When Charles was 23 years old, he made a small organization to protect his uncle's business. 8 month later, his uncle moved to San Francisco to help Teddy escape from police chase. Then Charles was required to take care of everything alone in Los Santos, his uncle never told him that Teddy would run to Los Santos and Teddy didn't tell Charles that he was coming to see him. And after 5 years, they finally meet. Teddy said he would help Charles raise his gang, but Charles should be able to protect Teddy. 2 months after that, Teddy had to go back to San Francisco and hand over some of his crew to stay with Charles. After Charles take over 14K Triad, he elects Fan and Li to be his right hand to help him control the business. Triad going bigger and bigger day by day, Charles need more army and then he operate the underground fight to pick more army from it. 6 months after he run Los Santos city his brother Teddy called him to go back to the Hong Kong because his uncle got heart disease. Then Charles must leave his member on Los Santos, 6 weeks when he lived on Hong Kong, he got email from Fan Zhang. Zhang said if he need Charles to back to Los Santos immediately, Charles ignored Fan's offer he thinks Fan just make a joke of it.

   In 2020, Charles back to the San Francisco from Hong Kong. When he tried to dial Fan's number no one answer it, after he dial it second times someone answer but that's not Fan, it's Yang. Yang is son of Fan, then Charles asked about Yang's father. But, Yang just ignore Charles' question and asking where is Charles now. Charles said if he at San Francisco station because he wanted back to Los Santos after checking his brother's place at San Francisco, Yang offer Charles to pick him up at the train station and then Charles agree with Yang's offer. After both of them meet at the train station Yang told Charles many things about his friends and where his family goes. Charles feels sad and really sorry about that because he ignored Fan's offer several years ago. Then Yang bring Charles to his families place and introduce him to Yang's friends. Yang's friend give Charles warm welcome and called Charles as a senior of them. After knowing each other Charles trying to get a lot of information about this families and want to built the families together into bigger like what he did before. Charles doesn't realized if his old friend Li Jiang still alive and already joined the families before Charles back to the city.

   After 3 weeks stayed at that place Li come to the tea ceremony and at that moment Charles gather with Li, Li shocked when he know Charles still alive and drink tea with the other member. When Li greetings Charles and Charles realized if that Li, he spouts out his tea then mocking Li because he surprised Charles. After that Sean Long as the leader of the families asked about what happened with two of them, Li and Charles told him about his old times and why they knowing each other. After that Charles asked Sean Long to give him and Li private time to talk about his past, Charles just want to make it clear. Li told Charles if Fan already died when Charles moved to Hong Kong. After hear that Charles can't forgive himself, but Li tried to not put a burden on Charles. After both of them closure his old times, Charles promise will make this new families bigger like his past families. He asked Li to help him at Casino because Sean Long have been elected him as the Manager of the Casino, Charles new chapter just about to start. Now, he already acquiesce what have been happened to his families before. Tried to forget that era it's not east but Charles will move on as soon as possible and helped Sun Kai On to get their golden era.
