Because you ain’t gonna get that back” said a C Block inmate, 2203 in one of the interviews in Jefferson County Penitentiary back on March 1st, 1996; he is also known as “Shadow Kiccbacc,” or by his real name, “Jeffrey Phan.” He was charged for possession of narcotics to distribute. “Back when I was a luh a** kid? Man, my life was hard. Ni**** had to steal for a living, nam sayin? F*** they was talm bout brah, saying ghetto n***** gon stay broke forever. I proved them wrong. Yeah, you heard me. I used to make a thousand dollar a day.”

 

Jeffrey Phan an early twenties Cambodian male was born and raised in Eastside of Long Beach, California and he’s claimed himself to be a part of a criminal gang, which they called themselves “The Asian Crips”. Jeffrey was found by the Federal Bureau inside a trap house down south in East Long Beach when he was 15. He was found inside a drug den with his girlfriend counting up a thousand dollars, and the LEO’s later announced that they also found a pound of Marijuana and plenty of automatic rifles. Jeffrey Phan’d served 5 years in the penitentiary that they couldn’t prove that the narcotics and the rifles were Jeffrey’s. He didn’t say anything to the FBI, not even a word. His lawyer-assisted Jeffrey Phan all he could to fight against the court.

 

After five years he spent in the Pen, he has decided to move out there to Los Santos to live with his well-known friend down there in Central Los Santos, Ganton. It's the surroundings are exactly the same as Long Beach but full with black people and that’s how it started, “The New Beginning of Jeffrey Phan.”
