Chino Costilla was the most respected person there and was Flame Martinez's older brother. Chino was the one who established the Hispanic Community in El Corona, known as the 41st Housing Project, which was made up of teenagers. The purpose of the community was to protect the Hispanic people at 41st El Corona. The 41st Housing Project is known as a large hispanic group in El Corona and Los Santos, and is also known by some people in El Corona as the Locos because due to several members do a crazy things & are involved in crimes such as car theft, robbery & involved to armed shooting with other gang. The hispanic in this community are lower class, and they were frequently involved drugs used. the community are have a large scale of distribution drugs and arms-related by connection to affiliated with La eMe / Mexican Mafia. These ties were believed to stem from Jesus "Chino" Costilla, he was a former inmate, during which he established contacts within prison system on Los Santos. They later adopted with a new identify as Venice Locos 13, and the adoption of the number 13 because they are align themself with a prison gang, La eMe / Mexican Mafia. At the end of 2013, while Juan “Flame” Martinez was on the sidewalk, he got into an argument with someone that make a fight, and a few minutes later, gunshots were heard from outside. At the time, Jesus “Chino” Costilla and Adriel "Droopy" Patwin were at Chino's house smoking a small-joint. Upon hearing the shots, then they ran to the sidewalk to see what had happened & found Juan “Flame” Martinez lying on the concrete covered in blood. Chino was very panicked after saw Flame, he called an ambulance to help Flame, but when the ambulance has come, Flame's heart had already stopped beating. Chino Costilla was very down at the time. He regretted not protecting his younger brother. His younger brother's last words were “Pendejo...” December 12, 2013, is the day of La Memoria de Flame. Chino was consumed by rage he can't utter a single word on that day, they respecting Flame with make a photo of him & put it on the sidewalk, when that day has come they will do a Memorial Day. Before Flame was shot, had been dating with African-American woman on 41st, which led naturally Chino and others to mingle with African-Americans. When Flame was gunned down, Venice Locos & several African-American who stayed by Chino's side when Chino was depressed. This shared gried to forged a permanent bond between them, Venice Locos began welcoming African-American people. At the day, the Venice Locos has one of the most respected figures in Venice Locos is an African-American teenagers Deshawn "Smokey" Taylor. South Side Venice Locos 13 now has two subsets, Fella and Vena. They are active in both subsets and which are led by Chino & Smokey. The area is lowkey dangerous, with a high level of violence due to frequent gang wars, shootings, and robberies. At the end of 2018, Venice Locos 13 was involved in a gang war with the Venice Shoreline Crips, which resulting in Chino Costilla being arrested by the police and detained for several years. As a result. At the end of 2025, Jesus “Chino” Costilla was released from behind bars. He was greeted at the gates by Smokey, Droopy & Flaco. When he arrived at the 41st street, he was immediately welcomed with open arms. During Chino's imprisonment, the Venice Locos 13 remained a dangerous and deadly gang. Present day, Venice Locos 13 as ties with La eMe, grew even stronger the Venice Locos 13 was tasked with maintaining control over the drug for the area of El Corona & Venice Locos 13 remains deadly & stronger gang in El Corona. Venice Locos 13 continues to fight for supremacy over El Corona, the state of Los Santos and entirety of the Southern Los Santos. The group made it to the headlines in 2025, when members of the gang fired 13 rounds while leaving a local high school. The area was cordoned off by local police, the attack, which was originally aimed at one of their rivals, Venice Shoreline Crips. left two victims on the ground. Members of Venice Locos 13 have been reported taking part in other violent criminal activities. Assaults with deadly weapon, extortion & drugs trafficking.
