Saito Kimura, returned from his hiding place in Las Venturas to Los Santos and sought refuge in Little Tokyo with a series of illegal activities back. Previously, his days as a special warrant were spent gambling, every day. He was affiliated with the East Dragons Company in East Los Santos to raise money and also gather power back for his own money and power-oriented personal gain. Several activities have been carried out such as assassinations, riots, extortion, threats, and so on in order to get “his” back. Slowly but surely, Saito Kimura is regaining his glory as he did during his stay in Playa del Seville.
 

Saito Kimura also meets new people he knows, such as Sakura, Lydia, Hideo, Han, and some people he gives “respect” to. They all gave Saito Kimura protection and money, in exchange for which Saito Kimura swore allegiance to serve East Dragon for the rest of his life. Saito Kimura has officially entered the “Yakuza” with some rituals and identity tattooing. Saito Kimura has earned a decent living and is better than his previous life, although it is equally cruel and harsh. Unfortunately, on Friday night, Saito Kimura was doing his gambling activities in Little Tokyo with Haruka. Under tense circumstances, SAPD raided Little Tokyo, while Saito Kimura hid on a rooftop. But alas, the last time they caught Saito Kimura, who they had been looking for as a "special warrant".
 

Saito Kimura encountered faces he didn't want to see, Detective Marc Eisenhower and Detective Donald Melbourne whom he knew well. They interrogated Saito Kimura with new faces like Blowrey Antonov whom Saito Kimura did not recognize. They all dragged Saito Kimura and threw him into prison and sentenced him to death after what he had done over the past few years when he was used to be.
