His father, who came from Mexico, then moved to the United States with his brother, Enrique "Lalo" Carrera, and his mother who had long passed away. He grew up amidst the violence and oppression of local gangs. After his father was killed for refusing the gang's demands, Hugo fled to Chicago, United States. To start a new life, he joined the military and rose through the ranks to become an elite force. Nicknamed "El Verdugo" (The Merciless Executioner), Hugo is a cruel and merciless man who completes secret missions carefully and quickly, the Captain of the elite force. Hugo was given a mission with his elite force members to rescue one of their members who was held captive there by Afghan rebels. Hugo was dismissed after an incident that killed several local residents while on a mission in Afghanistan which instantly destroyed his career. Hugo returned home full of emotion and anger over the situation that befell him. Because he was unemployed, Hugo had no money to pay for his daily needs. He and his brother Enrique "Lalo" Carrera decided to enter the underworld. He fell into the underworld with his brother Lalo and was very famous in the city, because of his fame he was hunted by other gang members for their two twin heads. Lalo knew someone was stalking them, he knew it was a detective and he assigned his brother Hugo to take on the mission. 2 months passed, exactly on that day Hugo met the detective directly who unexpectedly was his former member in the elite team, he did not expect that incident to be very depressed by the situation that befell him now but he continued to imagine the influence on his gang in the future, Hugo returned to his initial mindset "No one can stop me, no one can stop my mercy. I am me and always me" quickly a hot bullet hit his old friend's head, killing him instantly. After the mission Hugo returned to headquarters and continued his activities as usual.
