The city has a majority black population and is known for its cruelty. The people there are almost uneasy about their daily lives, the government feels overwhelmed to regulate this. October 15 2004, a man named Dewayne Quannell was born. Dewayne has a very rude and irritable character. It is the daily factors in his environment that make Dewayne Quannell have these characteristics. Dewayne Quannell since the age of 12, he has been known as a naughty student at school, almost all the teachers are tired of dealing with him who causes trouble almost every day. Since he was 15 years old, Dewayne accidentally saw a group of black people carrying out inappropriate transactions, he was curious about this and tried to follow them, after following this Dewayne found out that the group of black people were carrying out criminal transactions such as buying. and selling weapons, drugs, etc. At that time, Dewayne had the determination and ambition to try to do something similar. Unexpectedly, this made Dewayne known to his group. Dewayne was forced to keep his mouth shut about the incident he saw and the excessive taste of the medicine he was carrying. After a few days, Dewayne began to get addicted to these items, he tried to return to the location with the aim of buying or participating in activities carried out by the group with the aim of getting more drugs to consume. As day by day, Dewayne slowly became interested in this criminal activity, since he was a teenager, Dewayne was asked to distribute these items to his school environment. Dewayne was given a plastic clip containing marijuana to distribute. With the influence of Dewayne's addiction and daily environment, Dewayne accepted this and immediately took the item back to where he lived. Until one day, Dewayne managed to distribute several types of drugs in his environment which made Dewayne even more polluted by the people around him. Dewayne didn't care about this. Local people said they felt that Dewayne was out of control but they were unable to reprimand him or report him to the authorities because Dewayne had ties to a high-level criminal organization in his city. Several years passed, until one day Dewayne became the focus of the police, the organization heard the news about Dewayne, they didn't want to think about the big risks, they decided to send Dewayne to Los Santos to escape from being chased by the police. Dewayne was also provided with cash and drugs so that he could return to his new city later.
