Born in Albuquerque New Mexico, make Luis grew up in the harsh and agony of environement influenced by drugs, gambling and many major violence. made Luis's parents very worried about Luis's teenage life, so they fully restricted Luis in socializing. As time went by, Luis grew up well into his teens. Living in a rough area occasionally led him to engage in teenage delinquency such as smoking, fighting, and gambling. This started pushing him towards joining an active street gang involved in criminal activities. Luis was often tempted by his friends to try drugs like methamphetamine, but he refused because he had seen many friends and relatives die from it. One day, Luis was assigned to deliver some drug packages. He refused to do it, but because he was already deeply involved with the street gang, he felt he had no other choice. At the age of 18, Luis continued to work as a drug courier, and his identity as a courier began to be suspected by the police. One day, while on the job, Luis became suspicious of the package he was supposed to deliver, and it turned out to be a trap set up to catch him. He found himself in a chase with the police, but luckily, his experience helped him escape. Suspicious of their son's behavior, Luis's parents realized what Luis had been doing all this time. They decided to send him to his uncle Xavier Pena's place in the city of Los Santos, hoping that Luis wouldn't get caught up in a bad environment again.
