Manuel Rojas is a child from San Sebastian Bernal, Mexico. Son of Parmenio Rojas and Rosie Marcarenas. After he and his brother lived in an apartment located in East Los Santos, Manuel did not have enough money. The money he set aside during school was used up for his trip to Los Santos. He only works as a taxi driver and only spends time with children his age in the area. After living with his brother for so long, Manuel has a purpose in life with his brother. His brother prefers to socialize with people around there. But not with Manuel, he prefers to be alone and doesn't really want to socialize with people.

After arguing with his brother, Manuel decided to leave and no longer live with his brother. Manuel prefers to succumb to playing hands or being rude to his own brother. Before long he was looking for a house that could be used as a place to live, he met Reece. Reece is someone who rents out or provides a room for Manuel to stay. Three months later, Reece began to invite Manuel to be his business partner. Reece also admitted that he was part of the IRA that was being sought. Knowing this, at first Manuel was just normal and didn't care about it.

But after he got acquainted with a new person, namely a member of the police in the FBI. Manuel is seduced and told to find the remaining members of the high paying IRA. Hearing this, of course Manuel was interested because he saw his living conditions were very difficult. He decides to betray Reece and give all of Reece's information to his friends. One week passed, when he wanted to go to a friend's place, his car broke down and he didn't know how to fix it. Not long after, Reece came from behind he stabbed Manuel in the back until he was unconscious. After a long talk, Reece insists on having Manuel confess to his actions. But Manuel doesn't want to admit it and always answers no to Reece's questions. Before long, Reece immediately pulled out his gun and shot Manuel on the spot.
