His mother had unexpected pregnancy, and she was only 18 when giving birth to Carter as she was not ready for this kind of situation, she was judged by her family, her neighborhood, even by her own parent. After 2 years taking care of Carter, eventually Carter's mom got depressed and has to be institutionalized in a mental hospital, Carter didn't have anyone and his family didn't recognize him as a member of the family, instead they portray him as a illegitimate child and a disgrace. Carter was only 2 at the time, and has been registered to child services, he has then been moving from one to foster parent to another looking for a normal life. However, instead of being given love and compassion by his new family, he received bad treatment and abuse from his foster dad day by day, saying that he only accepted Carter into family due to foster care money that the government gave every month. Years passed, at the age of 8 Carter finally found his home and family, he was adopted by an American family from Springfield, Illinois and become a citizen of United States at the age of 14. Life goes on, and Carter became a fun and passionate man. Graduated from High School, he worked at a local store as a cashier, 3 months after working as a cashier, he had finally a chance to pursue a career in law enforcement and decided to register as an Auxiliary Police Officer and reached the rank of Auxiliary Police Lieutenant. It's 2011, Carter is 35, he was given an opportunity to extend his career, he was given an offering letter from Los Santos Police Department in the state of San Andreas to replace one of its Captain. After pondering for about 2 weeks, Carter finally came with a decision to accept their offer. Arriving in Los Santos wasn't easy, he didn't have many friends, didn't know a lot about the city. He was trying hard to assimilate to Los Santos' culture, that sometimes he had a certain thought of going back to Illinois, but he said 'no' to himself, accepting an offer to become a Captain in LSPD and moving to Los Santos were his choice, hence, he shall be responsible for his decision and must finish what he has started. As the time goes by, Carter has successfully overcame the fears and obstacles that he faced. It's proven that his career in Los Santos Police Department went skyrocketing in September 2012 he has been sole nominated by the mayor to replace the current Chief of Police Kyle Hernandez who would enter the retirement. Carter has brought some improvement to the internal of the LSPD during his term, but his length of service as a Chief was not long on March 2013, he decided to step down from the Chief position and promoting Joeri Edmondo as the Acting Chief of Police. After stepping down from the Police Department, Carter's major concern was his parent's health where his stepmom was diagnosed with the breast cancer. He then went back to Springfield Illinois, taking care of his lovely mom. His mother was given only 3 years by the doctor to live, but she survived almost 7 years, where she just died few months ago because the illness that she got. Carter knew that his homecoming wasn't to prevent his mom from dying, but his presence might be valuable for his mother, that it will be the touching moment for him and her. Few months passed by, Carter decided to go back to a city where he has succeed and made his life colorful, Los Santos.
