January 1, 2007, fell on a Monday coinciding with the New Year's Day public holiday and marked the birth of a brave, strapping boy named Santiago Flores in the United States (USA); he was nicknamed "Santiago" by his uncle. Santiago lived with his mother, younger sibling, and uncle; his father had left when Santiago was fifteen. His mother worked as a farmer, and his younger sibling was still in school.

 

Santiago grew up in an impoverished environment in Mexico. By the age of sixteen, he was involved in criminal activities, including robbery, drug dealing, and gang membership. By eighteen, he had conducted numerous drug deals and was known in some areas as a narcotics trafficker; he used the proceeds to support his mother and sibling, driven by an extraordinary devotion to his small family. At nineteen, he decided to join a gang in Los Santos a move made for specific reasons. Santiago already had a police record for crimes ranging from robbery to drug dealing.

 

He soon gained a reputation among the people of Los Santos for his courage and decisiveness. After entering the gang lifestyle, he took control of several busy locations such as bars, gyms, and clothing stores not out of a desire to cause trouble, but because of his firm approach to resolving issues. Under his watch, there were no unauthorized shootings, robberies, or sales of goods without his permission. Santiago had been doing this sort of thing since childhood; by nineteen, he was highly skilled at managing finances and territory, as well as rallying the local community to oppose anything deemed inhumane especially corrupt police. He had harbored a hatred for the police since he was sixteen, when he was falsely accused of using drugs (he only sold them, never used them); that experience left him utterly disgusted, leading him to label the police as "Ruthless."
