This gang was founded in 2021 by several teenagers living in the Southgate Community Housing. The members of this gang are none other than teenagers from around the Southgate Community Housing area. S/S Forming Kaos 13 has established business taxation and drug dealing as their primary sources of income. It is known that this gang is affiliated under the Mexican Mafia, making it one of the most dangerous and feared gangs in the Southern Los Santos area. S/S Forming Kaos 13 is a Mexican-American street gang founded by several teenagers living in the Southgate Community Housing area around 2021. Some of the teenagers who became the founders of this gang include Rodrigo "Drogo" Vásquez, Marco "Cisco" Delgado, Danny "Flaco" Ortega, Javier "Puppet" Morales and Ismael "Smiley" Fraga. The gang holds full control from the north to the southernmost end of Davis, several streets in the surrounding area have been marked with the name "FK13". Several teenagers working under this gang became street-dealers, making money by selling drugs to local residents, both addicts and lower-middle class workers. Their business ran well until late 2023, when several houses in the Southgate Community Housing area were raided by the feds. Police discovered that the home of one of the leaders, Javier "Puppet" Morales, was being used as a storage place for illegal narcotics, including meth, coke and heroin. The result of this raid made three S/S Forming Kaos 13 leaders the prime suspects, 3 houses were sealed and one casualty — Danny "Flaco" Ortega — who resisted during the raid. Only Ismael "Smiley" Fraga was fortunate enough to escape, as he was in Mexico attending his grandfather's funeral when the raid took place, making him the sole remaining street leader at that time. In mid-2024, Ismael "Smiley" Fraga made a visit to Bolingbroke Penitentiary and met with Rodrigo "Drogo" Vásquez, this meeting resulted in Ismael "Smiley" Fraga being appointed as crew chief, replacing the role of all the leaders currently incarcerated. Furthermore, several leaders already inside had previously checked in with Ernesto "Neto" Fuentes, known as a Camarada operating inside Bolingbroke Penitentiary working under the Mexican Mafia structure. This has placed S/S Forming Kaos 13 under an obligation that requires gang members to provide money as tribute to La Eme in order to avoid receiving a greenlight from them. Aside from being the street leader, Ismael "Smiley" Fraga's definitive role is to serve as the bridge for delivering money to La Eme. The shifting political conditions forced S/S Forming Kaos 13 to think harder about generating more income, a need further driven by the gang now operating under La Eme. Ismael "Smiley" Fraga appointed Javier "Ghost" Ortega and Xavier "Loco" Honduras as his right-hand men in order to broaden his span of control. As a veterano, Ismael "Smiley" Fraga entrusted Javier "Ghost" Ortega and Xavier "Loco" Honduras to take hold of the southern part of the complex, specifically Covenant Avenue, to generate additional income through business taxation. Not long after the business taxation began, a southern gang occupying the Grove Street area, Ganton Stomper, grew dissatisfied with S/S Forming Kaos 13 expanding their reach closer to their territory. A gang war became unavoidable, resulting in Xavier "Loco" Honduras being killed in a drive-by while he was at a gas station supermarket. With this, S/S Forming Kaos 13 officially declared war against the gang occupying the Grove Street territory, turning Davis into a hot-point. With the death of Xavier "Loco" Honduras, Ismael "Smiley" Fraga appointed Noe "Bell" Belano as his new right-hand man to partner with Javier "Ghost" Ortega in holding the territory around Ganton. This conflict continued from late 2024 into 2025. It reached its peak when one of the OGs from Ganton Stomper, Daquan "Dog" Reese, was shot dead — point blank in the head at his own residence — by Javier "Ghost" Ortega. That night was a night of victory for S/S Forming Kaos 13, as with the fall of Ganton Stomper's OG, the Ganton Stomper itself ceased to exist. Gang escalation had subsided, with several members still patrolling the Grove Street area as a sign of continued vigilance, even though the rival gang had been eliminated. This opportunity was seized by Ismael "Smiley" Fraga, who saw Grove Street as a place to expand his business taxation and drug dealing operations. Several shops and liquor stores in the surrounding area began complying with S/S Forming Kaos 13, as it was now the most dominant gang in the southern territory. By early 2026, S/S Forming Kaos 13 reached its economic peak. Ismael "Smiley" Fraga reached out to Tuco "Blanco" Rodriguez as a plug affiliated with the Mexican Mafia. Every target given was consistently met, earning S/S Forming Kaos 13 significant respect in their eyes.
