Deus had a huge ambition, he wanted to control the biggest “gate” in Los Santos. The “gate” here refers to a place that serves as the main in and out point of goods in the city, basically the center of industry in Los Santos. The idea was simple in structure but heavy in consequence. Ocean Docks needed to be secured as a stable access point for both exporting and importing goods, regardless of their legality. And at the same time, other cliques influence still lingered across sections of the port, disrupting consistency and limiting the expansion plan. Removing that influence would not be done through the chaos, as it would cause a lot of trouble for the tribe, but through a crew built on loyalty and silence. Deer was given the responsibility to make that vision real, his task was not merely to gather manpower, but also to form a trustworthy crew capable of operating under pressure. Every member would need to understand that the docks were not a battlefield, but a system, one that required patience and precision. At first, they only discussed and developed these ideas internally and not going to tell anyone else. By “public" here means mostly of their own peers and friends. But since they lacked of people to actually execute the big plan, Deus seeker for other options, and eventually he met someone named Stephen Gora, better known as Gora. One time, the cliques gathered as in invitation of band's party. At the same time, Deus and Deer explained the big plans to Gora in such a great detail when they all sat inside the clubhouse. The reason to chose a trust on Gora is because Gora owned territory close to Ocean Docks, which strongly supported Deus’s vision. Since Gora’s area was nearby, he naturally understood the conditions of the docks better than most people. Both of them then agreed to build a teamster, which basically a workers’ union. Their goal in creating this teamster was to improve the welfare of the dock workers, who were being paid unfair wages for the hard work they did. The teamster would act as a representative for workers who were being exploited by the shady bosses controlling all operations at Ocean Docks.
